after having just built a new house in early 2010, i learned that the worst time to lay down sod is when its 100+ degrees out and theres not a whole hell of a lot of rain. I ended up having to have a LOT of sod replaced due to it dying out due to an untimely application. with the weather the way its been this week, id say get your sod down ASAP before it gets cold. hopefully if you can get maybe a month out of it before the weather gets real cold, and keep it good and watered (obviously taking heed to any applicable water restrictions your city may have in place due to the drought lately), youll get lucky and the new sod will take root before the weather gets too bad.
So...I guess you'll be at the meetings from now on? A friend of mine had to get on the HOA board to stop all the bullshit in his area.

Whoa, whoa, whoa.......... The engineer(s) only gives them suggestions on what to do and how to do it, it's the HOA that has to approve it all. It's a simple cop-out on the HOA's part in order to not have to answer for stupid shit like this. They'd blame it on their own mother if it meant not having to deal with unruly HOA members or having to defuse situations where they've done something on their own accord without gaining the proper approval beforehand. Don't just blame the engineer because "they said" he told them to do it.
Talk to a lawyer and then decide if it's worth it or not. Were the damaged lines within the utility easements? If so then you are probably hosed for the lines, but the HOA should still be held responsible for the grass if they're going to bust your balls over it being missing.
The sprinkler...etc, good luck with it. Fighting HOAs is retarded, I've known more than one person to leave a neighborhood (good neighbors) because it's like communist leadership.
One suggestion, instead of laying sod have you considered just aerating/fertilizing the mud and just putting down see when it warms? Don't know if that's cheaper or not - but I'd think that would save you a few a bucks. It's out from your house a little - just a suggestion.

Why would the contractor have to pay for the damage? It is the HOA's responsibility they hired the contractor to do a job and he did it, it is not his fault the HOA had a poorly thought out plan.

Some 3rd party hires contractor and then does damage on my property- I think they have some liability.
I am at the whim of the fucking contractor right now. I can not fix the sprinklers till he gets back out here and fixes the shitty dirt work.....I can not sod/grass until those are both finished. We are going on two weeks tomorrow. I know the weather has sucked but there have been plenty of nice days.
Let them bitch about wanting to wait till the mud dries. I have standing water in 180' of the ditch. Inches worth in most places. Meanwhile all the houses DOWNSTREAM from me in elevation have none. It looks like the dug mine out to be the holding for what is UPSTREAM from me so the houses downstream don't get the water flowing through their ditches at all.
You should put down seaded curlex. It's a green mesh used to hold soil during construction all the time. I would get the contractor or HOA to do it. It looks like there was a drainage issue and they regraded to fix it. It should have a grade survey done to verify it is correct. The grade will change if you use sod and another neighbor does not because of the differences in height. If the HOA regraded it is their responsibility to stabilize the soil. Check your HOa papers and if they are responsible call the EPA and tell them they are contaminating water runoff. If you need a contractor for the curlex let me know distance and width.
I wouldn't sod it unless the grade elevation is verified in writing or by survey otherwise it could be wrong and you'll have to do it all over.
