I think my water line is broken

OK so all this heat has been hell on my house. The back slab has cracked, front sidewalk has sunk and so has part of my driveway. They typically do every summer but not like this one.

Anyway I got home and was going to put out a soaker hose on the sidewalk and noticed the ground is wet at the foundation and I believe its right above the water line. With no water running in the house the water meter still spins some.

Is this somewhat common and how far down are water lines typically? Im thinking of digging it up myself to see if it is broken and if I will be able to fix it myself.

Found a junction box about 1/2" under the grass and one of the lines broke apart at a joint. I got it patched but will sweat a new section tomorrow.
