I deal with insurance adjusters all the time and while my self or any other roofing Co. might say they need a new roof it is all up to the adjuster if they want to total it out or not. I just put on a roof for a customer this past weekend where I thought it needed a new complete roof and it really did but the adjuster didn't want to total it out even though every other house in that area was getting new roofs put on that had just as much damage or less. Some insurance Company's just don't want to spend the money. I deal with this all the time and sometimes I ask for a readjustment of the house from a different adjuster and a lot of the time that works and they will total it out if you can point out the damage.
