It would work on a utopia set world, and on paper.
What he wants is that congress makes everything for free for the citizen, and in doing so create jobs for the people to get rid of unemployment. Its not ignorant, just plain fucking stupid retarded. If we give all citizens a right for free like health care and living housing, they in turn would work to build these things, but it makes no sense for someone to work for them if they get them for free.
