If I hire someone to do my yard, how am I supposed to know if they are illegal or not? Well, I could ask them for a social security card or DL. If they produced one, how would I know if it was legit? There is no way for the average person to verify this stuff. That is the point of having that in the law.

Have a website where you enter the information, and you can see what you need to know.
