A real impeachment inquiry requires a vote in the house. They haven't taken a vote because they know it won't pass even with a Democrat majority in the house. Instead all they're doing is what they have already been doing since the day Trump was elected and they're trying to call it something new.

Edit: Just imagine being a Democrat and a Trump hater who has been listening to the leaders of the Democrat Party and the media saying every day since November of 2016 that Trump is going to be out of office by this evening and that there's overwhelming amounts of evidence condemning him of whatever he's being accused of and not a single piece of evidence has been brought forth and the man keeps steamroll your political party. How much longer are you going to support and believe people who haven't been able to keep a single promise that they've made and are continually lying to you about progress that they've made?
