I've read that he actually had two devices. The pipe bomb that was initially reported with a cell phone controlled detonator and the suicide vest. If this guy was smart he would have made his bomb out of urea which will pass through any bomb sniffer unlike ANFO. Urea in a chemically pure form used to be almost impossible to get a hold of until the EPA cracked down on NOX emissions that required DEF to control.
