                Maybe she is trying to make a point that the "massacre" was thwarted before it could happen.

                          Stumbling repeatedly over "uhh" is not necessarily indicative of any thinking process. It's likely more a symptom of a slight disconnect between what the speaker sees on a teleprompter and what follows when he or she speaks. Dubya did it too when he spoke.
