Sounds like they'd actually have to perform, if that happened. It does seem to me that the CIA should be under total control of the potus or congress, but if you look at history, they've all kind of been at odds with each other a lot.

Which I always thought was bullshit, and whomever at the top was "competing" with other agencies, should have been fired with extreme prejudice.
