There really is no data that supports the idea that the inspections make the roads safer. At least none that I am aware of. I think the biggest reasons for that are federal regulations and the threat of lawsuits against the auto makers. There were a ton of vehicles scrapped during cash for clunkers. A lot more were also scrapped when steel prices were sky high.
Also, most vehicles are throw away anyhow. Parts and diag on those nineties econo shit boxes ate more than the vehicles are worth.
You still see plenty of quality eighties/nineties vehicles on the road.
Vehicle inspections, which have been in place in TX forever are not responsible for not seeing them on the road IMO
