Personally, I would build a dam just a little south of where 657 is printed and place troops on the multiple different high points to mow down the escapees.
Black hawks will pick up my soldiers as their stronghold turns into an island and move them to the next boundary.
It wouldn't take long and guns from helicopter will eradicate the rest.

I'm just an outdoors kind of guy and decent with topographic maps. Once upon a time I was stupendous with a compass, but that was a couple decades ago.
