it could be transcribers of damaged or incomplete ballots, which have to manually enter in ballots of people in these dumb "all or nothing" states.

Or it could be fraud. It needs to be investigated not excused.

Speaking for myself, I do not vote POTUS only. Being new to WA, I sat here and Googled every candidate on the ballot before placing my vote.
