Also, maybe this should happen: Make it a mixture of blacks and whites that do it, and let them be barely seen. Just enough to let their skin color be known, but they're wearing virus masks and their faces are obscured. They're never caught, cause there just wasn't enough to go on to catch them. "In times of war, the law is silent."

So in other words, beware rioters, this night may well be your last. Maybe local sheriffs or police could make it happen. The kind of shit nobody ever hears about.

If not, the left wins either way. If the rioting continues, they've got "We'll fix it, you need us!!" to fall on. If the rioting stops due to government action, "It's bloody sunday all over again! You need us, we'd never have let this happen!!". So I think your way holds the most merit.
