Nice try, but if it wasnt the city`s road, then they wouldnt have maintained it in the past. Nor would they be saying they dont have the funding for it now. If it wasnt their road, then the city ( or in this case cities ) would have no issue by saying:

    Dear Residents,

We understand your concerns about the safety and general upkeep of ABC Road located in XYZ & ZYX Counties. However, the road in question is not a city maintained road. Records show that per an agreement with the county commisioners office dated 01/01/0101 that the residents of ABC road agreed that from date forward that they, and subsequent property owners of lands adjancent to the road would from then on be responsible for the road. Please see your local planning committe as to determine the best courses of action for addressing this issue

    Signed,
    City Hall

Is kind of like having kids... There`s no contract to show they are yours, but you`re still responsible for them. Even you know that in a court of law that proving the city(s) responsibility for the upkeep of the road without a written contract, would be no challenge even for a novice attorney, and why private roads are registered ( and signed ) the way they are.

You are right about the personal responsibility part as both you and I are responsible to take care of ourselves, and not expect others to take care of us.

However, it doesnt absolve a party ( or government body ) from any written, implied, or understood contract. Local governments fix the public roads the municipality has a responsibility for. That does NOT mean a government so small it cant meet that duty

Have you ever not paid your taxes and then told the IRS to get bent and when they finally sent the police with an arrest warrant, resisted the arrest? If you just consistently tell them no, you'll get that gun in your face. I thought this was common knowledge. The cops have guns. If you don't mind, I'd like to hear your version of what happens if you refuse to pay taxes and refuse to be any part of what they want from you, as well at the consequences.

Actually, you're wrong. That birth certificate with your name on it is the contract. Would you care to try again? You are claiming to have a contract but no one signed it and it wasn't negotiated between parties. If there's a violation of contract, will you be going to court for breach?
