Actually, the taxpayers have given telecoms giant handouts to expand data networks, and in the absence of any meaningful regulation over them, those firms haven't expanded the networks. The tendency is for states and (more frequently) municipalities to then step in and upgrade existing data networks. Then somehow, the telecoms get control of those local networks at little to no cost.

As a semi-unrelated note, when I was in Costa Rica, the netflix selection was fucking amazing compared to the watered down offerings that we have. Further, I was in the middle of the jungle, backed up to a rain forest near La Fortuna, and the wifi speeds were 5x faster than what my 24mg uverse pulls down.
