He and the rest of the Obama administration have done nothing but centralize control, money, and power into federal government. I'm having a hard time figuring out how this edict does it, but I'm sure it does in some way.

Actually it only applies to the feds "adopting" a state case. The locals can still use their state asset forfeiture laws (chapter 59 here in Texas). The issue is in some states the forfieted funds go to the "general" fund. Federal money HAS to go to public safety.
