Some of that is just the state of medical science and technology. Body cameras won't solve the problem of over militarized and under trained and unintelligent police officers.
The roots of the problem is education and the lack thereof in regards to the police and the populace. Until education is addressed, stupid shit will continue to happen and it will happen with more frequency.
