    There is/was a whole lot of politics involved with it. Attached with the amendment was a 10person committee that would review the spending of DoT including their internal infrastructure.

    It also didnt help that that Perry passed the law that allowed private corporations (tolls) to take over state and federal roads. Thus we are getting the crap like the 35 express lanes, they dont fix the problem they just add another layer to the problem
