            They bought up all they could, to keep it out of civilian hands, and are now using this "inventory control" issue as justification to destroy it all. Obama couldn't do anything about gun control, so he is doing something about ammo.

                Sadly, not completely unbelievable.

                And with regards to baseline budgeting...
                When I was in the Navy, October through January tended to be "Woohoo! We have money, get what you need!". February through August was "Scrimp, save, beg, borrow, steal!". September was "Oh shit, we haven't spent enough! Shopping spree!".
                They should really look into giving the leadership some money management training.

                  Yep, same here. We'd go from setting up the 240's and SAWS and M2's with belt after belt and just chewing things up to having to yell "bang, bang" to launching TOW missiles to have a 'refresher' at the end of the year

When I was in the Air Force, at the end of each fiscal year, we were told to spend rediculous amounts of money on paint, or breakrooms, or office furniture, or other shit so that nothing would be unspent and we would get the same or a bigger budget next year, only to repeat it. We also threw away a shit ton of tools.
                        I don't like Republicans, but I really FUCKING hate Democrats.

                            Aircraft parts especially consumables get thrown away by the dumptruck load in the aviation side of the Corps. Just like above at the end of the Fiscal year we go on a spending spree like crazy to get rid of our budgeted money so we don't get knocked down next year on money.

                              It's not that you won't be knocked down, it's that you won't get your standard increase. No matter what happens, you don't go down in budget, you just lessen the increase.

                                This will make you need a drink, then. Apparently the military did not even understand how this budgeting system works, because we were always told by everyone from Staff Sergeants on up the Full Birds that we had to spend more so our budget wouldn't be less. In other words, the United States Military is using such a fucked up system for budgeting finances, that the Colonels and Generals in charge of the bases didn't even know why we were spending so much at the end of the year. It is fucked up enough that we are using a budget system which is designed to increased spending, but the really fucked up part is no one who is using it even understands how the damned thing really works. And that is government spending 101.
