Do you use your car insurance for maintaining your vehicle? Perhaps home owners insurance for regular upkeep on your house. Health is the only institution where we use insurance for maintenance duties, and the reason it has become as such is because 1) insurance is paying for it, leading to the idea that "It's not my money, so why do I care?" We need to tackle the cost and mindset issues, not who's going to pay for it.
