Because Postal Inspectors? Not that I condone these large ammo purchases, but the USPS has had armed inspectors for a while.

Looks like they have about 2200-2500 "armed" personnel. A qualification course is usually 50 rounds. Thats 110,000 rounds needed for "annual" qualifications. Assuming they pay for some practice rounds, you can double that figure.
The Social Security Admin bought a bunch of SIG .357. The report on that is the Govt wants them prepared for civil unrest when this "Ponzi Scheme" of an economy we have collapses.
