The link he referenced cites CBS and American Research Group as the agencies that gave 19% approval ratings. That's where he said the 19% comes from.

Considering Obama owns the media, I'd be willing to bet that an Obama 35 is a W 19.

It depends on which liberal website you choose to pull numbers from. Gallop shows his ratings never went below 25% and that when he left office it was at 35%.

I'm sure they are comparing the same periods during each presidency, the numbers given were for when Bush was entering his second term... December 2005 his approval rating was 43% to be exact.
