    Amendments may be proposed by either:

    Two-thirds (supermajority) of both the Senate and the House of Representatives of the United States Congress

    By a national convention assembled at the request of the legislatures of at least two-thirds (at least 34) of the United States' 50 states

    To become part of the Constitution, amendments must then be ratified either by approval of:

    The legislatures of three-fourths (at least 38) of the states; or
    State ratifying conventions held in three-fourths of the states.

    Can completely bypass Congress and currently we have the number of Republican governors if they really wanted to reign in the federal government.

      First, like people are saying, it will never happen.
      Second, you really don't want them opening up the constitution right now. Here's why.
      When the constitution is opened up, there are no fail safe to keep them from monkeying around with other amendments, and with all the gun grabbing libtard's running around in Washington right now, they just might change the 2nd amendment.

      This would be unacceptable.

        A constitutional convention is a horrible idea. You think liberty is in danger now? They would love to do away with the entire document and adopt karl marx.

          If an Article V convention -- which can only propose amendments, not ratify them -- were to slip its leash with respect to subject or scope, its work-product could very easily be quashed, thanks to numerous safeguards built into the Constitution, the most important of which is that proposed amendments require the approval of three-fourths of the states -- an extremely high bar.

          Want to understand all the safeguards? No problem, let's begin by looking at Article V, highlighting the most relevant language:

          The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate. [Emphasis added.]

          Under Article V, only two public entities may propose a constitutional amendment: Congress or a special gathering of the states for the purpose (formally speaking, "an Article V convention of the states for proposing amendments"). Neither can ratify an amendment. They can only propose. An Article V convention has no power to amend the Constitution, let alone rewrite it.

The people who spend more will pay more which generally would be the higher earners. More than one study has shown this is a better system then what we have now, I'm sure we can all agree that what we have now isn't exactly working.
