      Not an act, constitutional authority. That document lists everything the federal government is supposed to do. For each branch it lists it's powers and authority and how it is to go about using that authority on what. Now, what article and section may I flip to to find NASA mentioned

          Nope, try again. That applies only to the en-action of enumerated powers.

          "To make all Laws which shall be necessary and proper for carrying into Execution the [enumerated] Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof." (Article I, Section 8, Clause 18)

          For carrying into execution the powers and all other powers vested by the Constitution. If the power isn't in the constitution, you cannot create a law or agency to pursue those ends. The Founders were very careful to restrict the government to enumerated powers and then put a check on them by the 10th amendment and ultimately the 2nd.

          Now, if the federal government isn't restricted to those powers enumerated in the document, why take the time and write them out?

              Does the military not guard NASA facilities? I kinda figured they would considering how much all that stuff probably costs. I see no issue in them purchasing a handful of rifles for this issue, seems it would be a bit of a better option than a master lock.

                            A vast majority of big advances (finding the new world and space, to name a couple) come from the government initially, then are refined and made profitable by the private sector.
