      The important thing here is to realize on July 23rd they were told they need to pay for the paper they are ordering, and here we are September 2, and they still haven't paid for the paper. Why? They were never going to pay for it. The paper supplied made the right call.

        True. Detroit, like most large cities, are used to credit and don't keep cash on hand to pay for what they need. Unfortunately, it's the same with most Americans and countries. You repo the credit line and the governmental body fails.
