      The steel grip around any sort of locator would act as a Faraday cage to block incoming and outgoing signals.

      RFID is a possibility. Small, no power source, and in use in many police departments for inventory purposes. Many manufacturers offer it as an option:

        I don't think the RFID would give them the mass amounts of real time monitoring they have a hardon for. I think they want the ATF to have a room with a wall sized screen that shows the real time location of every gun. I am not sure that could be done with RFID. RFID would only really work if you had a gun free building that had the rfid scanners at the entrance, and maybe help police if they had scanners mounted on squad cars. It would offer localized snapshots, but I really think they have bigger pictures in mind.

          I would fight FOR THIS just so I could feel like a fucking idiot for once in my life too.

          We use RFID and GPS trackers and even the size of a coke can they only last about 2 weeks.
          Fuck you. We're going to Costco.
