The recent attack on a British soldier by the meat cleaver wielding assassins while bystanders looked on raises the question:

Everyone expects someone else to do something and when one don't act, none of them do. It's like when you hear a car alarm going off. You tune it out or when there's a rape going on, women are told to yell fire instead of 'rape' because people will come to see a fire
