Not sure if anybody has brought up this crazy idea but you can't completely prevent shit like this. You can do the best that you can to prevent it, but regardless, it will happen. Ban guns, they use knives, ban knives, they use anything else!
In all honesty, the best way to minimize shit like this is shut off the internet, cut all phone lines, and get rid of television. Again, there's no way to avoid shit like this completely, but if you minimize connection to the outside world, you minimize how many people telling assholes that they are victims.

Let's just play stupid and say that some sort of confiscation is enacted. Do you realize the manpower it would take? I don't have any coworkers that would follow the orders, but let's say some give in. I'll be generous and give you 10% of the municipal police force in America. It will take decades to contact every gun owner. Are we just going to forget about the other troublesome amendment, ya know the 4th. If not, there are going to be some busy judges reading and signing warrants. That shouldn't cause any further backlogs in the legal process.
The main hurdle to confiscation is most LEOs and military just don't believe in it. It's hard to convince a man to do something he doesn't believe in. I don't have a problem risking my life every night I go to work. If I need to kick a door in and enter a potentially deadly situation I'm ok with that. I signed up for it. But you tell me I am going to forcibly enter an otherwise law abiding citizen's house, knowing they are armed, and try to take their weapons. No thanks. I haven't read any of the other posts but I would suggest that every owner of a registered fire arm should complete a psychological exam or some type of continuing education (CE) every X year(s) to verify mental stability or what have you. You fail to complete your CE, your firearm becomes eligible to be confiscated. After more time passes and your obligations have not yet been met, your property will be seized. I'm pretty sure that'll weed out the deadbeats and point out the crazies. I can't see nothing wrong with this idea, unless something similar already exists. Chl folks have to maintain a license right? Just make everyone who owns a firearm have to do something similar......bro....
