I honestly think that below a certain threshold they should figure it's not actually beneficial to send a bill. And then you have to send in a check which costs money, with an envelope and a stamp.
Total cost to send this bill? Probably about 10 bucks
I retired last October 20, 2011. The wife filled out the forms online. We got a call from the SS official telling us all was cool. One year later we get a letter in the mail telling me I owe $4900 because the wife didn't fill out the form correctly on the application a year ago. OK, I pay them 4900 with a check. 3 weeks later I get another letter telling me they are withholding my SS checks to pay the $4900. After 2 more trips and meetings I still have doubts it's strightened out. They still haven't run the check through but they acknowledged they got it.
Don't worry about what you can't change.
Do the best you can with what you have.
