Ben Emmerson, a United Nations special rapporteur on counter-terrorism and human rights, made clear his desire to see America reject Mitt Romney in November, Breitbart.com reported Saturday.
"There is no doubt that the Romney administration would be able to claim — in the event of a Romney presidency — a democratic mandate for torture," he told the Canadian Press.
"That would put Romney as the first world leader in history to be able to claim a democratic mandate for torture," he added.
Emmerson made his comments at a Toronto symposium on the impact of 9/11 on human rights.
“The re-introduction of torture under a Romney administration would significantly increase the threat levels to (Americans) at home and abroad,” he said.
“Such a policy, if adopted, would expose the American people to risks the Obama administration is not currently exposing them to.”
He also opposes Obama's drone program, but prefers that to waterboarding, the technique used to help locate Osama bin Laden.
"In a second term, Obama may renew efforts to close the Guantanámo Bay prison, despite widespread public opposition," Breitbart.com added.
According to the Canadian Press, Emmerson “planned to raise his concerns in an address to the UN General Assembly later this month.”
"If Emmerson was hoping to dissuade Americans from voting for Romney, he’ll be disappointed with the initial reaction," Twitchy wrote Sunday.
"Dear U.N. , BUTT OUT of the affairs of the United States. Sincerely, American Voter (sic)," tweeted "Robin Baxter."
"UN wants America to vote for Obama. NEWSFLASH: That's a great endorsement for Romney Ryan 2012," another person tweeted.
Emmerson's statements came out at about the same time a United Nations-affiliated group said it would be monitoring conservative organizations at polling places.I wear a Fez. Fez-es are cool

Complete list of where the UN will be
Excerpted from THE HILL: United Nations election monitors from Europe and central Asia will be at polling places around the U.S. looking for voter suppression activities by conservative groups, a concern raised by civil rights groups during a meeting this week. The intervention has drawn criticism from a prominent conservative-leaning group combating election fraud. The…I wear a Fez. Fez-es are cool

(WOAI - San Antonio) -- Texas Secretary of State Hope Andrade says the budding international incident about the role of European observers at Texas polling places has been settled without bloodshed, 1200 WOAI news reports.
The Organization for Security and Cooperation in Europe has sent three observers to Texas to watch the management of the elections and report back on what logistical and technological steps Texas is using which might help other countries streamline their elections.
The OSCE has been sending observers to Texas since 2002, but this year the situation was ratcheted up when Texas Attorney Greg Abbott threatened to arrest the observers if they broke Texas election laws, claiming that they are working in concert with fringe left-wing groups in the United States which oppose asking voters for identification at the polls.
Andrade says the situation has been smoothed over.
“OSCE understands and they have sent us a letter saying they understand the role the observers can play,” Andrade said.
She says they will be obligated to follow Texas election laws. They can observe from a distance, they can talk with elections officials, but they can’t approach the polling place or talk to voters.
“They can meet with our local election officials to share information, they cannot enter a polling place,” she said.
There are three OSCE observers in Texas, from Denmark, the U.K., and Azerbaijan.
“Notices were sent to all of our elections administrators to make sure they understood that these were strictly observers,” Andrade said.
She said while she has gotten ‘some questions about it,’ there have been no incidents that she has heard of where OSCE observers have violated state election laws.
