Trust me, I've been taxed (no sure it used to be called "tax" though...anyway) plenty of times on various items I bought from an overseas country and so forth. I get it.
I'm not going to get all spun up about it though either. They worked hard for the medals, but they also have a lot of financial...luxuries that a lot of kids don't have so I think they can make the payment. I look at it as a similar situation when you decorate a soldier. Not the same, but kind of in the same category. You are being awarded for excellence in serving and representing your country. And for that you are asked to pay a tax? Bullshit. It shouldn't be considered a gift or income. Do people sell these medals? No. They get framed and hung, then passed down for generations.

I received a letter from the IRS informing me of a new 'bio tax' on my ejaculate. Apparently claiming I'm been over masturbating on the internet recently.
Fuck if i know how they found this out, but when i went over there to drop off a load I was sure to get a delivery receipt. You can't trust those shady bastards with anything.
