  • Illinois' Proposed Gun Ban Kills Jobs and Tax Revenue

COMMENTARY | An outright ban on all semi-automatic "assault weapons" has been proposed in Illinois. The Chicago legislators who've proposed and support House Bill 1294 would like to see Illinois' residents 2nd Amendment rights nearly wiped out. The proposal would make it illegal to buy a semi-automatic -- be it a rifle, shotgun or pistol -- it would also make illegal to own, or even manufacture any of these firearms. What's worse, Illinois is home to some of the world's finest firearms manufacturers, many of whom specialize in making the semi-automatic "assault weapons" specifically banned under House Bill 1294.

Armalite Inc., DSA Arms, Lewis Machine and Tool, Rock River Arms, and Springfield Armory all call the state of Illinois home. These are companies known the world over for their ability to make reliable, accurate firearms. Many of them even hold lucrative government contracts manufacturing guns for law enforcement and military clients around the world; and yet certain Illinois politicians are trying to chase them out of Illinois at a time when the state is bleeding jobs. What's worse: these manufacturers don't want to leave.

"We have engineers doing designing, we have people doing fixtures the fixtures go on machines and the machines have people running them. You can't just take a factory like this pack it up into a couple of pickup trucks and move it away," says Armalite Inc. owner Mark Westrom.

If this bill were to pass no one would be hit harder than Henry County. It's home to three of the state's biggest firearms manufacturers (Armalite, Rock River Arms, and Springfield Armory). A study done by the Henry County Economic Development Partnership revealed those three companies employ more than 600 people. What's worse, more than 30 states have contacted those companies offering incentives to leave Illinois and relocate to a friendlier setting.

When a similar ban was proposed four years ago Les Baer Customs picked up its entire operation and moved 20 miles west to Le Claire, Iowa.

"That was a worst case scenario they took their manufacturing and they moved it to another state, and then they grew upon it after they moved. That was growth that could have happened here in the State of Illinois," says Charlie Lotridge of the Henry County Economic Development Partnership.

Lotridge adds that right now Illinois ranks 50th out of 50 states when it comes to economic development. So the question that must be asked is why are some Illinois politicians willing to chase hundreds of jobs, and millions in tax dollars out of state at a time when they should be doing everything they can to keep companies, jobs, and tax dollars here?

I remember an interview of Mark Krebs where he told a story about a politician who was always after his ass because he made AKs; that politician is now doing a long stretch in Federal Prison on a corruption charge.

Send GM packing from their 360 plant and let one of those firearms manufactures fill the shop floors.

So "assault weapon" is any semi-auto? I have always wondered what the definition was.

This is Pat Quinn from what I can tell.

SPRINGFIELD — Gov. Pat Quinn is renewing a push in Illinois to ban assault weapons in the wake of the killings at a Colorado theater that left 12 dead and dozens more wounded.

The Democratic governor also revealed plans today to propose a ban on high-capacity ammunition magazines in Illinois.

He said in a letter to all state lawmakers that he supports the U.S. Constitution's 2nd Amendment right to bear arms, but the "proliferation of military-style assault weapons and high-capacity ammunition magazines undermines public safety and the right of personal security of every citizen."

The proposal comes in the form of an amendatory veto of a bill that he is sending back to lawmakers to consider whether to support or reject. Even in the wake of the Colorado shootings, Quinn will find himself with a tough sell in a legislature that is so deeply divided over guns that no major pro-gun or anti-gun legislation has moved forward for years.

In recent years, Chicago Democrats have turned out in favor of gun control while Downstate Democrats and Republicans have fought off any proposal that they fear could lead to restrictions on hunting rights. Some Democratic leaders also have also viewed gun control as a wedge issue in suburban elections, where Republicans have split on the issue.

Still pending in the legislature is a bill to allow citizens to carry concealed weapons, an issue that has gained traction in recent years as all other states have enacted some form of such a law. But Chicago forces, backed for years by Mayor Richard Daley and now by Mayor Rahm Emanuel, have resisted efforts to loosen Illinois gun laws.

Quinn, in his letter to lawmakers, noted that anyone with a firearms identification card in Illinois is permitted to buy an assault weapon and that Illinois does not restrict the purchase or possession of high-capacity ammunition magazines.

He also noted that California, Connecticut, Massachusetts, New Jersey and New York, all states with major cities and densely populated urban areas, have bans similar to what he is proposing.

"Banning assault weapons and high-capacity ammunition magazines will make Illinois a safer place to live," Quinn wrote.

The Colorado shooting suspect, James Holmes, is charged with 140 counts of murder or attempted murder in the July 20 rampage at the opening of the movie "The Dark Knight Rises" in Aurora, Colo. One of the victims of the shootings was John Larimer of Crystal Lake. Larimer, 27, was a Navy intelligence technician who died while shielding his girlfriend from gunfire.

The sponsor of the measure Quinn re-wrote said he is "disappointed" by the governor's move because it puts the original legislation in jeopardy. Sen. David Luechtefeld, R-Okawville, said the measure was designed to allow Illinois residents to buy ammunition through the mail, something that is already allowed in other states. Luechtefeld said if Quinn wants to ban assault weapons, he should have introduced a separate bill to do so.

"This is something that was supported by Republicans and Democrats across the state, and this makes it a very controversial bill all of a sudden," Luechtefeld said. "This is politically motivated. It's on people's minds right now because of what happened in Colorado, and the governor wants a piece of the publicity."

I have wondered for years why a gun manufacturer would keep their business in a state controlled by a city that hates everything they build and stand for. The last part of the article is the most telling. Illinois is 50th in job creation and they still want to run businesses out of the state.

So I suppose all the criminals with semi-automatic weapons will just turn them in then? Sounds legit

If I owned a gun manufacturer and the state was proposing bullshit like that I would shop around for the state with the best tax incentives and give the legislature the big middle finger as me and my money left the state. I would also be sure to mail a copy of the checks I write for taxes in the new state back to the governor of Illinois every year.

Reading the comments on this article makes me sick at my stomach. There are so many wackos that think we should get rid of guns, period. They live in their utopian world where they think taking away the bad guns will protect them from the bad guys. How short sighted. These are the people whom I wouldn't even lift an eyebrow to defend. Those are the people that I hope are the fiirst ones to get a bullet to the head when crimes are committed or things fall apart.

How can they continue to do this when 2 landmark scotus cases have bolstered the 2nd amendment, one being in their own state?
