        I have built a few ponds on my land in Oklahoma and there are laws about Damning up rivers and creeks. They even can tell you how much water can be "impacted" but these reservoirs have been there for years and even have been used by Government agencies for fire control. I wonder what prompted this????

                        An Oregon man was sentenced to 30 days in jail for collecting rain water on his own property because according to a decades-old law, the water belongs to the government.
                        On Fox and Friends, Gary Harrington spoke about the ponds he’s created to collect water, saying, “We’ve had these ponds for 37 years and they were designed and built for the purpose of water, fire protection […] Yet now, they want to drain them and put me in jail for it.”
                        According to the state, a law established in 1925 gives the water commission the rights to the water but according to Harrington, “This is big government getting greedy.”
                        Dominic Notter, legal adviser, who appeared with Harrington asked, “What’s next? We go out in winter time on Gary’s property and you open your mouth and catch a snowflake and the state’s going to say you’re the containment and that’s their water?”
                        Harrington further asked, “Are they going to start regulating our air that we breathe?

                        In Eagle Point, Oregon, Gary Harrington was sentenced, on Wednesday, to 30 days in jail and over $1,500 in fines because he had three reservoirs on his property to collect and use rainwater.
                        Harrington plans to appeal his conviction on nine misdemeanor charges, which were made based on a 1925 law for having what state water managers called “three illegal reservoirs” on his property, and for filling the reservoirs with rainwater and snow runoff.
                        Harrington told CNSNews.com (audio below): “The government is bullying. They’ve just gotten to be big bullies and if you just lay over and die and give up, that just makes them bigger bullies. So, we as Americans, we need to stand on our constitutional rights, on our rights as citizens and hang tough. This is a good country, we’ll prevail."

                        According to Oregon water laws, all water is publicly owned. Therefore, anyone who wants to store any type of water on their property must first obtain a permit from state water managers.

                        Though the state Water Resources Department initially approved Harrington's permits in 2003, the state, and a state court, ultimately reversed the decision.

                        Harrington said: “They issued me my permits. I had my permits in hand and they retracted them just arbitrarily, basically. They took them back and said ‘No, you can’t have them,’ so I’ve been fighting it ever since."

                            I personally feel he went nuts. He's made some erroneous "bold" predictions in the last several years.

                              Ultimately, that's my point. It is absurd to even have to discuss ownership of water. Anyone who chooses to use water as a means of control completely lacks ethics and is the absolute epitome of greed.
