Stack up a wall of cars on the roads leading into a major city and the guys in tanks will be walking. Sure they can drove over a couple of them but stack 5+ cars on top of each other, throw in a couple of tractor trailers and a few city busses and you've got the armor under control.

Now the fire support and air that's a whole different problem and why you'd have to be an insurgency.

You do know the fear of every tanker is an infantryman right? You're thinking wrong. It's not what can an AR do to a tank. It's what can someone determined in their environment do to a tank? In thinking about this, the removal of the hesitance to fire goes both ways. While US citizens may hesitate to fire on our own troops, I don't think that would exist with foreign troops on our soil acting against the citizenry and Constitution, regardless of our government being behind it.

Or, and absolutely crazy idea: Put the foreign troops in OUR uniforms. Americans will hesitate to fire on OUR troops but if they're not OUR troops, they won't hesitate to fire on us.
