What's funny is I've read online in several different places that the Department of Homeland Security put out a contract for 450 million rounds of JHP .40 ammo and 175 million rounds of .223, within the past few months. Someone with DHS said it's an order for the next 5 years of service but they'd like to be prepared for any situation that could arise, including civil war.

The government will launch a slow but steady character assassination at first to condition the "force" to be able to kill their fellow countrymen. Read On Killing by Grossman. Some here will call him a kook but there is truth in his logic.

Look at our civil war most shots were fired from under 50yrds but the hit rate was next to none. Look at all the muskets they found will volley after volley packed into the barrel. The man to you right/left would go through the motion but never fire. All the smoke and noise no one knew.

People have an inherent blocker that tells them it is wrong to kill a.person that looks like them (race/color), talks like them (ie. nonforiegner), etc. It would require an outside force that is detached emotionally.

Exception are people who have different moral values. Middle East Muslims have so low morals they have no problem killing each other. Non guilt based religion.

I would like to think that most soldiers are extremely patriotic therefore if the government asked them to wipe out "x" city they would not do it. I would find it hard to believe american soldiers could kill americans. Maybe the government could allow an invasion by just not putting up an effort then kill the invaders after they have finished, but we have more ex military and non active military than we do active military so that might even be a bad idea.
