The bill, an update to the state's existing telecommunications regulations, has been proposed largely to prevent online bullying (and would make e-stalking a felony), but critics say it's unconstitutional. "While protecting people from harassment is a worthy goal, legislators cannot do so by criminalizing speech protected by the Constitution," Media Coalition wrote in a letter to Gov. Jan Brewer.
