    I'm far too lazy to read that whole article. Why did the EPA say they couldn't build a house? Where were they trying to build it, the middle of some national park or something?

      Not entirely true. A TP can pay their assessed liability and sue through the US District Court or US Court of Claims.

      And you can say that it creates a host of problems, but it also creates a lot of opportunities. Each of the District Circuits has a pretty distinct pattern of how the rule on tax cases (5th being one of the most TP friendly, and the 9th generally being the least; no shock on either one of those).
