Under Newt's leadership (speaker of the house) he pretty much forced Clinton to reform welfare. Actually, that's pretty incredible. He had garnered so much support, Clinton couldn't have vetoed it without looking really bad.
What reforms did he force? Something like making people prove their income... or something? I was pretty much a kid at the time so I didn't really pay much attention. The dems have a habit of wanting to just give whatever it is away, with zero proof that you are what you say you are.
