              It's simple, really. Smart people question authority and the reasoning behind things, people who are not so smart just go along with it simply because "it's a law." without thinking about it or doing a little digging into the legalities of the law.

              It's a damn shame that there's even a NEED to look into the legalities of a law. What's even more sad is that I can provide evidence for everything I've said here, and it's not an opinion.

                Put another way, say a guy with a college degree gets laid off and needs a job, any job, to help pay his bills. There are a LOT of people who won't hire him because hes over qualified.

                    You'd be surprised how many decent places won't do an extensive enough background check to find all the stuff you have. I hope most of those people know to just leave the overqualifications off the resume'.
