This quote from the article tells it all:

200 years? Interesting that 200 years is about the amount of time that the US has been a nation.
So, this is yet another wealth redistribution plan (tax), aimed squarely at the "industrial nations" - the US. The funny thing to me is that the US is not so much an "industrial nation" now; we've exported most of that over the past 20 or so years. We're more of a service oriented economy now. And we lead the way with the EPA being all over everything now - they need to go after taxing china.
I'm sure that obama is onboard with whatever the UN wants.
