I don't think he is toast just because of this. It wasn't as bad as everyone is making it out to be. I am not a Perry fan and won't vote for him, but I don't think it hurt him at all. It's unacceptable for a candidate to do that. One would think that he's prepared and rehearsed a statement about the 3 agencies he'd eliminate. Not being able to come up with it during a debate is just bad.
