The entire world's gene pool (all species) is largely shared. Genetically, man is not that far different from a rat. It's a common occurence in nature for a species to be the vector for a virus/bacteria that is only pathogenic to a human. (e.g. the plague, malaria, sleeping sickness)

You'd have to quarantine everything for the life cycle of all possible hosts and vectors and even further if the virus is, say, encapsulated to protect it from the environment.
