There isn't anything in the constitution that says he has to resign as governor to run for POTUS. He's not a congressman though, he's a governor. He actually has to show up and work or the state will fall apart. Traditionally governors always resign as soon as they are nominated or decide to take the election seriously, as do most other public officials that have real jobs.

When we came into the union in 1845, one of the issues was that we would be able to leave if we decided to do that,” Perry said. “My hope is that America and Washington in particular pays attention. We’ve got a great union. There’s absolutely no reason to dissolve it. But if Washington continues to thumb their nose at the American people, who knows what may come of that.”
He was partially correct in that parts of Texas could leave the union but after the civil war in Texas Vs White the supreme court pretty much nullified any pre civil war agreements. If Texas attempted to seceed now it'd be an act of war against the United States. Perry majored in animal science, not political science or constitutional law. He was speaking to a group of Tea Partiers and said something he shouldn't have.
He never said we should seceed though, he said that when we joined the union one of the agreements was that we could leave if we wanted to. It's partially a true statement.

I really wish Paul would become POTUS, i think he is enough outside the norm that something might actually happen.
I know some people say he is too crazy or too old but i think thats what the country needs, we need to try something different cause the path we are on only leads down. As for his health, he seems pretty healthy to me and i have alot of respect for the guy honestly.
Kinda reminds me of who i consider one of our greatest presidents, Eisenhower.
