I think he's going to try and issue an EO to borrow more without Congress's approval, and seek 14th amendment protection in the courts later. The only downside to that is that the 14th amendment only covers debt apportioned by Congress, so we might be looking at immediate cuts in military spending. Soldier pay wouldn't be affected, but contractors would be fucked.
