The truth is, there are more cars than ever on the road, and while there are lots of fuel efficient cars, Texas is the poster child for road pigs (SUV's, large trucks & vans). We're doing more than our fair share. "Cash For Clunkers" took a few pigs off the road, but there are still TONS of older cars.

(the real truth is probably that the gas tax is so perverted by all of the lawmaker's piggybacking, leacherous riders that it woefully underfunds anything & everything it was originally designed to fund, and it currently funds things that it was never intended for)
What's been realized is that, regardless of the cafe standards, regardless of electric/hybrid cars, they will get money from us based on mileage & have a guaranteed assessment from each car on the road. Of course, the reports of the technology already being in play floated right now are so harmonious, so consistent in their inability of being able to track where cars go, it's obvious that they could produce your exact whereabouts, should the need arise. Otherwise, how could you have an inarguable position of "your car traveled X miles" without being able to prove where the car was & when, should the challenge arise? Am I way off base?
