My earlier explanation may be a bit too broad. Waiver priority is based on record. BUT, when you have 2 or more waivers in, that's when moves come in to play if I'm not mistaken. For instance, let's say you have waiver claims in on 2 players. Nobody else has a claim in on player 1, but someone else does have a waiver claim in on player 2. You get player 1 because it is uncontested. You won't get player 2 if the player has a higher waiver priority (and at that point every other team in the league has waiver priority), because you reset your waiver priority when you picked up player 1. That's why it is important to prioritize each waiver claim you have pending.
