Commission chairman Francisco Aguilar could not explain why he did not receive the test result sooner. He referred questions to Dr. Daniel Eichner of SMARTL, but Eichner could not be reached.
Aguilar did say that had he gotten the results in a timely manner, he would not have allowed Silva to fight.

Also, I should have worded that question better. Why would they start a fight without knowing drug test results? I just don't get that part of the process.

I don't know shit about UFC, but as a person looking in from the outside of this sport and that organization, I feel like something is weird about Dana White. I think he is kind of playing situations in the background and manipulating everything. Like this situation, I can see him finding a way to keep the results hidden until his payday is over.

Just take a look at what happened with GSP before the Hendricks fight back in 2013. At that point the UFC didn't have any type of mandatory testing policies of it's own in place nor did they provide testing for it's fighters. It was up to the fighters to pay for the testing that was outside of what was being done by the NSAC and that was only done after the fights had taken place. GSP wanted the UFC to step up and have strict testing policies in place and they did nothing. He knew people were actively doping and he took a stand against it. He asked Hendricks to join with him and submit to stricter testing and even offered to pay for it. At first they were cool with it if it was done to WADA standards. GSP suggested they go even farther and be tested by VADA (Voluntary Anti-Doping Association) which is even more stringent than WADA policies and tested in WADA accredited labs. Hendricks balked and his camp claimed that GSP's alleged relationships with VADA would somehow cause GSP to skate by and Hendricks get popped somehow, someway before the fight and it wouldn't happen. Comments like that show you have something to hide. GSP went at it alone and submitted and completed the VADA testing regimen throughout the fight process and came up 100% clean, both pre and post fight.
The only real things that could happen before more stringent testing was put into place was they could take the decision away, fine them, and suspend them for like 9 months for a first offense. That's all after the fact. The fights still happened and everyone made their money, especially Dana White and the Fertitta Brothers. That's what this is all really about - money. If Silva got yanked from that card like he should have, NOBODY would have bought that PPV and White/Fertitta Brothers, the MGM Grand, and every Vegas Sportsbook would have lost massive amounts of money.
There was also significant controversy about Cung Le's failed HGH test.
A company in Hong Kong’s southern Yau Tsim Mong District is at the forefront of Cung Le’s dispute with the UFC over drug testing.
The samples weren't tested in a WADA accredited lab and so any results that came up had no validity. That lab also destroyed the samples afterwords so no B testing could be performed by an accredited lab. The executive where Silva's test was conducted said there is a lack of understanding of how the procedures work.
The gate for that event was $4.5 million.
The buy-rate for UFC 183 hasn't been released yet. UFC 182 had 800,000 buys. This was a somewhat lesser card so let's just guesstimate 600,000 buys. At $60 a buy, that's $36,000,000. There's no way they even get half of that if Silva get's pulled. It would have completely bombed. That's $40 million the UFC had riding on it just by themselves. Think about how much the MGM Grand put into it with promotions, comps, etc. Think about how much money the sportsbooks took in from wagering on all of those fights. SBNation's Bloodyelbow.com is reporting he failed yet another drug test related to UFC 183. Time/date and substance are still unknown as FOIA request with the NSAC hasn't been returned yet.
