I can't say with 100% certainty, but I think he was trying to tackle him, not break his neck. He was being blocked, and it looked like he was just trying to get a piece of something to pull him down by, not deliberately going for the facemask.

If they would run the ball more instead of trying to play the passing game with Manning they might actually have had a chance. The key to winning a game against Denver is keeping their offense off the field. I don't see Romo winning a showdown with Manning though the air.
