Just let the players use PED's and get it over with. I think that is the only way to level the playing field because they will never be able to catch everyone that uses them.

Lifetime ban for first offense and $250K fine to the team they play for. That will fix the problem with quickness.

The money doesn't mean anything, if you want to hurt a team take draft picks. Either that or when a player is suspended you have to keep them on the active roster.

I think a high enough amount would be effective, but the trick is determining what that is. You are correct though, draft picks and not letting them replace them on the active roster would be more effective.
