The change in volume is poor audio balance at some point along the way -either broadcasting channel or cable provider. Since it's a local commercial - it's probably the cable company being lazy and not checking the audio levels. I get the same thing out here in Abilene. There's probably not much that can be done other than complaining....
Or you could check your TV. There is normally a option for "smart sound"(or something like that. It will stop the volume spikes when it changes from the show to the commercial..

Texas Rangers television broadcaster Dave Barnett is taking a leave of absence that is expected to last the remainder of the season. He issued the following statement today through the team:
I want to thank everyone for your kind sentiments and words of encouragement over the last couple of weeks. It has meant a lot to me during what has been a very difficult time. Effective immediately, for health reasons I will be taking an indefinite leave of absence from my broadcasting duties that I expect to last for the remainder of the season.
I would ask that you please respect the privacy of me and my family during this time.
Thank you once again for your support.
Barnett last called a game for the Rangers on June 18, when he struggled with his speech during the late stages of the Rangers’ game against the San Diego Padres. He spoke with SportsDay’s Barry Horn shortly after the incident and blamed “severe migraines” for the complications on the broadcast.
The Rangers sent Barnett, 54, back home to Denton for tests. He has not worked since.
Barnett reported he has undergone a MRI (magnetic resonance imaging) test, a MRA (magnetic resonance angiogram) and an EEG (electroencephalogram) to study what makes him tick.
The preliminary diagnosis, he said, is “a complicated migraine.”
“There is a kink in the hose,” was his layman’s explanation.
Steve Busby will continue doing television play-by-play on Fox Sports Southwest and TXA21. Matt Hicks will continue to work with Eric Nadel on the Texas Rangers ESPN Radio Network.
We’ll have more on this developing situation as it becomes available.
